Send bulk WhatsApp messages without getting banned

The short answer: Bulk messages from a WhatsApp or WhatsApp Business app number, by hand or through a bulk-sender tool, get numbers banned. The safe route is the WhatsApp Business API.
It sends approved templates to people who opted in, within a daily limit that starts at 250 people and grows while quality stays high.
Why bulk senders get numbers banned
WhatsApp's help center names the causes, in its guides to responsible use and unofficial apps:
- Automated sending. WhatsApp uses machine learning and user reports to detect and ban accounts that send unwanted automated or bulk messages. Extensions that drive WhatsApp Web count.
- Unofficial apps. Using or linking one can mean a temporary or permanent ban.
- Lists that are not yours. Numbers shared without consent or taken from illicit sources are off limits.
- Broadcast lists. They reach only people who saved your number, and accounts reported multiple times are banned.

The safe route: the WhatsApp Business API
The WhatsApp Business API is Meta's route for messaging many customers. Four rules keep the number healthy:

| Approved templates | Only templates can go out after the 24-hour window. Meta's review can take up to 24 hours. |

| Opt-out | Honor every request to stop, on WhatsApp or anywhere else, as the Business Messaging Policy requires. |
How the daily limit grows

Meta raises it one level when quality is high and you used at least half your limit in the last 7 days (Meta's guide). Replies inside a 24-hour customer service window do not count.
What still gets an API number restricted
Your quality rating comes from the last seven days of blocks, reports, mutes and archives. Sustained negative feedback can limit your sending or remove access.
- Send each campaign to the segment that asked for it.
- Release large broadcasts in batches.
- Suppress opt-outs before the next send.
- If quality drops, pause marketing and find the cause.

If your number is already banned
In the WhatsApp Business app, tap Request review. WhatsApp says only it can lift a ban, and if the option is missing, the ban is final (help center).
