Suppression list
A suppression list is the set of contacts a business must not message, built from opt-outs, bounces, complaints, and manual exclusions.
It has to be checked at send time, because someone can opt out between the list being built and the message going out. It should be global by default: a contact suppressed on one campaign is suppressed on all of them unless the suppression was explicitly scoped. It is the mechanism that turns an opt-out from a promise into a fact.
