Data residency is the question of which country or region a service physically stores your data in, and whether you get to choose.

It matters for regulatory reasons in some industries and for latency in none that anyone notices. Many products in this category run in a single region and do not offer a choice, which is a reasonable position as long as it is stated. If a vendor is vague about it, assume there is no choice.
